Rufus seems content to keep Reeve there, nipping and licking at the ear he had not attended to yet, focusing there for a few moments and finding all the spots he knows Reeve likes; although he knows better than to tease too long. There is too much he wants to do, and not enough hours in the night.

So with a final sharp bite at Reeve's ear, Rufus shifts his hand and scratches it down the skin it was just holding, before purring into his ear. "Stand up, Reeve, and let me examine your outfit, would you?"

The attention to his ears leaves him shivering and moaning. It's amazing. This is beyond amazing. This is beautiful. It's intense. And he might just be able to get off if he was just subjected to Rufus exploring his body. But he takes a deep breath and nods, waiting for Rufus to move away so he can stand.

"I hope you like it."

He does look a bit shy over the frilly white lace and ruffles of the panties.

Thankfully for Reeve, Rufus is not in the mood to pick on the man about the choice in attire. After all, he had put it in the bag for a reason, and that shy look he is receiving from the dark-haired man makes the choice so worth it; not everyday one can get such a look from the head of the WRO.

So forgive him if he takes a moment to enjoy it, letting his eyes skim over Reeve's face and body as if it is the first time - which, in a way, it is. And if it makes him more uncomfortable, then so be it.

Still, even the most patient can only last so long, and Rufus now has an idea of what course to go for the time being, and he is giving another command to earn more of a blush. "Reeve, give me a show; maybe a dance? Or, perhaps you can touch yourself for a while?"

Dancing? Yeah, Reeve is not capable of dancing. But he does nod and sit back down on the edge of the bed, a hand sliding down his stomach to start stroking himself, just a little, over himself through the panties.

Rufus shifts, still on the bed himself, so he can watch Reeve with a very satisfied smile on his face. Obviously, he finds this quite amusing and is making sure he has it all in mind for a later time when Reeve is busy and he needs some fodder.

"Any, uh, requests sir?"

What? It seems appropriate in the situation to say it. Which of course only gives him another thing to think about, which is how nice it would be to get Rufus spread over a desk, or to ride the younger man while they were in a nice office chair. He's terrible. He loves it.

He closes his eyes and bites his lip, hips rocking forward as he traces the outline of himself through the thin material. It's an interesting sensation, cool and hot at the same time, and so soft against his skin.

"I think... I almost get why guys wear these sometimes."

Should he be amused by the question and how it is phrased, or amused by Reeve saying he knows why men might like some silk and lace? Maybe both is completely ok?

As to an answer for Reeve's question, Rufus meets it with a chuckle as he leans over to kiss the man's cheek. "Just keep stroking..."

Who is he to say no? He nods a little to confirm he heard what he was told and he puts a bit more effort into stroking himself. And still through the material because of the interesting sensation.

Rufus smiles a bit, keeping blue eyes focused on Reeve's hands as he shifts to kiss the man's neck gently, obviously intent on making it a bit more difficult on Reeve to concentrate, though this is obviously not the only thing planned to distract as he speaks.

"So, what do you think, Reeve? Should I wait till you are quite erect to use the handcuffs, followed by seeing if I can cause pain enough to make you climax without much more in the way of touch? Or would that be too extreme?"

"I think... you should try," Reeve agrees, swallowing hard. Because this is so good. He wants to try. Hasn't had someone make use of him in a long time.

Rufus seems more than pleased with the response, though it may not be visible to Reeve, and sinks his teeth in where he was kissing a moment before, and leans onto Reeve enough that he can reach around and slowly slide his hands down the other man's chest, pausing a moment to pinch his nipples, before proceeding lower.

Lower definitely seems like it's defeating the point but Reeve doesn't mind. He pants, pressing against the hands at his nipples, and bites at his lip.

"Rufus, you sure you're capable of it?"

Is it defeating the point? Reeve doesn't really think Rufus is going to make anything easy, does he? Touching the man, after neither had felt each other's touch in quite some time, will bring Reeve close so much faster than the man just using his hands, which means getting to something even more entertaining for the both of them.

Although that question is certaainly entertaining as well, and causes Rufus to scratch his nails down where he was just playing. "Capable of what, exactly, Reeve...?"

Like anything is ever easy with them together. Ever has been easy. Just getting to the together had been a pain and a half. And he just has to take the pain that is coming in how SLOW this is in stride.

"Waiting that long for your own pleasure."

It wasn't like the 'together' was intended, or really even imagined. There were times, even still, that Rufus wanted to let any one of Reeve's former travelling companions know, just to see the look on their faces; and who woule believe it.

He knew better than to do so, however, and for multiple reasons. Didn't stop him thinking it, though.

Reeve's answer is also difficult, and Rufus has to try and hold a laugh back, happy he has been trained to hide things, even as a familiar smirk crawls to his face.

"I spent four years in Turk custody, Reeve. I am very adept at waiting..."

“Doesn’t mean you can wait for this.”

Please don’t tell his ‘friends’ Rufus. They wouldn’t know how to take the news. He would be demoted back to Shinra Spy in their eyes. Rather than the man doing everything he could to atone for his role in the world’s state.

Rufus has no intent to tell anyone who need not know. He likes keeping this relationship, just as much as Reeve does, and doesn't need any further trouble than he knows he will be getting from the remnants of AVALANCHE. No, he will keep it to them and the Turks to know. The others can just remain in the dark.

It's too bad for Reeve that he seems to underestimate the younger man so often, however, as Rufus has no intention to move things any faster than he is right now. There's a pleasure in waiting for the blond, as well as a pleasure in driving this particular partner mad.

It's why his fingers are now sliding down to stroke along Reeve's hips, darting teasingly into the straps of the panties and shifting them as if he might remove them, before instead drawing his hands all the way back up - very, very slowly - to Reeve's neck and dancing his nails along it just light enough he may not even be using them at all.

Teasing, what a thing to do. Of course that was very much their style, a slow escalation of teasing. But how could he be so rude as that? So close to the purpose, and then the hand sliding up his skin.

"You're doing to kill me like this. I haven't had to be this patient for you in so long."

"Are you that weak to me, Reeve?" Rufus draws his hands down Reeve's back slowly, jingling the chain of the cuffs almost tauntingly. "That you can't wait patiently because we have been apart so long? Or are you just that anxious for me dominate you?"

"Yes," Reeve hisses out. Because the fact is that it's both things. He is that weak. He is that desperate. He is that anxious.

He hasn't been well and truly dominated in so long, and it has his heart pounding, bus blood boiling. He wants it worse than he can even say. His voice almost shakes with it, and his body had definitely started to shake at the sound of the cuffs.

He really shouldn't find it such, but somehow that response makes this whole thing quite delightful, and Rufus decides to enjoy it for just a moment more, using just a bit of his nails on Reeve's lower back almost idly.

Yet it is only momentary, his hand withdrawing to grab Reeve's wrist almost bruisingly and begin to cuff it.

There is absolutely no movement by Reeve to resist Rufus. He doesn't pull away from the scratch ~~why would he when they both knew he loved that sort of thing~~, and he actively leaned IN to the rough grip, biting his lip to keep from moaning. It hurt in just the right way.

Reeve will find that Rufus knows what he is doing, the blond grabbing and securing the other man's second hand just tightly enough that he'll feel a definite pressure, a little pain perhaps, but not enough that there will be any lasting marks.

His job done, Rufus places a gently kiss to Reeve's neck before standing from the bed and moving to the bag he brought for them, sifting through.

"Let's see... I don't want to scratch you to death, so what should I use to inflict enough pain to get you off...?"

Somehow, Reeve isn't surprised. A man half raised by the Turks? Of course he knows how to properly restrain someone. But it's good, good enough that Reeve heaves a deep sigh of relief. He's relaxed from that simple act, in a way he hasn't been in a very long time. It's almost like he's going to melt. But then Rufus is saying such lovely words and instead of relaxed, he's undeniably aroused.

"I have a pet cat. I can handle getting scratched to death."

"Maybe so," Rufus agrees, standing slowly. "Though my nails are quite different than a cat, and you know it. Still, I was thinking, how about we use something tried and true, and fitting to our current conversation."

The whole time he is speaking, Rufus has also been moving towards
Reeve, hand behind his back. Stopping, and timing his words, he brings up a cat o' nine tails as he finishes speaking, using it to tilt Reeve's chin up and let the straps of leather tickle whatever skin they reach.
