Rufus chuckles softly, leaning over to kiss Reeve for a moment before moving back, readjusting the cat o nine tails so that when he finally uses it, sending the first lash over Reeve's chest with just enough power to sting, there's little doubt he has used it before.

"Like this, Mr. Tuesti? Or, would you like to get to know him a little more strongly?"

Damn, where did Rufus get that experience from? Not that he cares. It felt so good. Very good. Come on, again.

"Stronger," Reeve moans, shivering. The sting has his blood boiling.

There was a lot Rufus had learned that Reeve certainly did not wish to know about how, though he couldn't say he wasn't appreciative for the skill now, watching the change in expression and anxious to see what more he would get.

Which means there is not much hesitation between Reeve's response, and the next lash, which is brought down a little more harshly, though still obviously not as strong as he could be, raising a questioning brow to see if he needs to add more power.

Reeve bites his lip as he takes the blow, and then lets out the gasp of pleasure. The sting is divine and he shivers, moving a little toward Rufus.

"Like that, babe. Just don't stop doing that. Please."

Rufus doesn't hold back an amused chuckle as he brings another lash down, shifting his wrist to make sure it hits another spot, the apparent aim as he slowly sets a pace to rarely hit the same place twice.

Damn that's the best thing. The way the lash strikes his back, sending a sting of pain through his body, leaving the heat searing into his skin, making him flinch forward a step. All so good.

"Another, please. Please, master, another."

Oops. He's terrible.

Reeve may have intended it as terrible, perhaps a bit sexy, but the phrase causes Rufus to stop the lashing, a small sound that Reeve will recognize coming from the blond, before a laugh erupts and Rufus runs the tails of the whip along the wounds he has left so far.

"Now, Reeve, you should know "Master" isn't what I want to hear or be called..." He reaches his hand over to drag his nails through dark hair, before grasping gently. "You know I love hearing my name, or barring that, President. Got it?"

On his final words, Rufus tugs Reeve's hair sharply and digs the whip into one of the wounds he has been running it across.

No, laughter earns a wince. Oh dear, he's made a mistake. But then Rufus is giving him something else to focus on. Nails in his hair and fingers curled in his hair, fuck, that's good. And he moans at the pain, unable to help himself from shying away a little even when he likes the pleasure of it.

"Yes, Mister President."

Rufus tugs at the hair enough to access Reeve's neck, kissing it softly before shifting to send another quick lash onto the older man. "Good... now, shall we continue in earnest?"

Reeve bites back confirmation because the sting of pleasure is back, his back already aching from the strikes. And damn the sound so impossibly loud. Something told him Rufus's protectors had to know what they were up to right now.

In a way, that was almost a turn on.

For sure, Tseng had an idea what they were up to, since the man had been given the unfortunate duty of gathering toys for Rufus more than once; Reno could not be trusted with such a thing, after all. Yet the others? Excepting perhaps Elena, by now they probably had a very good idea, and likely were taking turns 'guarding' the former-president while the rest went out for "air."

Not that Rufus cared, or even found it anything but normal. Too many years under watchful eyes did that to a man, although he would be the first to harass Reno should he make any of his usual remarks.

Thankfully for Reeve, right now was not one of those situations, and aside from whatever part of Rufus always remained aware of his surroundings, every bit of the blond's focus was on the man in front of him: reading Reeve's face, his movements, any little sounds he made and using it to his own advantage.

Which lead to three slightly harsher stings against the architect's back before the pressure which Reeve had deemed good was re-applied for a moment, then lessened for three lashes and brought back. Blue eyes would keep watch, this little up and down assault continuing, determining if it was better than the steady pace of before.

The good news is that Reeve enjoys the greater force, his whimpers and there is no denying that his body appreciates it. Even with the sting of pain he's still achingly hard. At last, though, he lowers his head.

"Mister President, please. I need you."

"Need me? For?" He stops the lashing for just a second once again, letting the pain of the wounds settle in and burn gently, even as he moves so he can look Reeve in the eye, giving him one of those strange little purrs that he knows the man has come to enjoy. "Don't tell me you changed your mind about coming without me touching you?"

Without him... Right, that. Reeve whines, biting his lip. He really doesn't know how to deal with that. Because it's good, but it's not enough.

"I want to, but this isn't enough."

And he doesn't know that it can be. He loved the idea that it could, but so far... well, it was intense and wonderful but the complete lack of touch... nothing of skin on skin? He needed more.

Rufus chuckles softly, and reaches over to sort of pet Reeve's hair. He could be quite mean right now, if he wanted, but the desire just isn't there, so instead he indicates for Reeve to slide himself onto the bed.

"Find a comfortable position, and let's see what we can do, hm?"

Reeve doesn't mean to whimper in relief, but he does. He does so and then moves to the bed, settling on it on his back. Seems like the best position for Rufus to get to him from. And it is absolutely clear that he's been enjoying this. The front of the lacy panties he had put on is damp and frankly itchy from how aroused he'd become.

"Please, just give me something. I need to feel you."

A little part of him found some strange amusement watching this. After having played the Shinra everyone knew for so long with Kadaj, coming back to the realm of the Shinra most did not was fascinating, especially considering the relationship these two had. If this had been the Rufus of old, there was no way Reeve would have allowed even a fraction of this; emotion or otherwise.

It's likely that side which earns Reeve that little smirk which is often quite stuck on Rufus' face, though it fades quickly, replaced with an intent look as Rufus settles the Cat o' nine tails on the bed, crawling onto it himself to straddle Reeve, though he is sure none of his body touches the man quite yet.

"How about my favorite treat in exchange?" He dips down a little, and it should be obvious he wants a kiss.

Oh come now, why is he not being touched? This is the worst. Reeve whines until Rufus asks, and then he leans up to press his lips to Rufus's. And, of course, his body up to try and feel Rufus firmly against him.

Rufus hums at the raising body, allowing it for a moment before pressing Reeve back down, enjoying the kiss while he can. Yet he does eventually pull away, smirking at Reeve.

"How would you like to be touched? Rub together, my hand, perhaps I could use my mouth?"

And yes, he is enjoying being a tease.

"Your hand," Reeve says almost immediately. The same thing that had brought him the hot sting of pain should be there to provide the sweet balm of pleasure. It made sense to Reeve at least.

But with the man teasing him, something worries him. Would Rufus really give him what he asked for?

Even Rufus knew better than to push someone too hard in such a situation as this. Pain and pleasure worked well together simply because they were a mix, not because one or the other was taken too far.

So Reeve is lucky, and Rufus is reaching down to dance light fingers over the clothed erection, just a little teasing he can't help, before he begins to stroke firmly, smirking down at Reeve.

Even the light teasing is welcome, Reeve's hips immediately pressing up as he strives for attention from his lover. But he doesn't beg. Not yet. Not right now. Later he might, for the fun of it. For now, he just tries to get more friction. And thankfully, Rufus seems happy to provide. Even tosses in a frustrating little smirk to boot.

They both know that it just wouldn't be Rufus if a smirk didn't eventually find its way to the man's face. By now, it was just a habit that would likely never be broken, although at least with Reeve, it was no longer solely to annoy or to pretend the blond was better than others; that it was the former now was merely due to theor positions and the activity they were involved in.

It didn't change much, though. Rufus was busy finding a rhythym over the soaked cloth, not yet ready to give Reeve skin-to-skin contact when it came to the place he wanted it most, although the younger man happily granted it on another area as he leaned down to nip Reeve's ear just gently, before purring a question into it softly.

"Is this better for you?"

This is its own form of torture that leaves Reeve biting his lip and trying not to sob. No, he resolves. He won't beg. Won't beg. Don't beg.

"Yes," he manages to get out as he grinds against Rufus's hand. And tries not to moan at each and every nip at his ear. Damn the younger man is quite talented.

Rufus hums, pleased, and grips through the panties for just a moment, before releasing and beginning to stroke again. He has no intent to move beyond this quickly.
